We're active in Oman across our five confirmed sectors, recruiting workforce for employers based in Muscat and beyond, within Oman's Omanisation framework.
Oman is one of the Gulf and international markets. What most distinguishes recruitment planning for Oman from our other markets is Omanisation: before a foreign hire can proceed, the employer needs room within their sector's Omanisation quota, confirmed through a Ministry of Labour labour clearance. We recruit across all five of our confirmed sectors for Oman-based employers, sourcing from our established internationaln source markets, and factor that clearance step into the recruitment timeline from the outset.
You confirm sector, role mix, headcount and timeline for your Oman operation.
We confirm with you that the role(s) fall within your company's available Omanisation quota before sourcing proceeds.
Candidates are sourced from our South Asian source markets against that requirement.
Candidates are screened and shortlisted for your review.
We coordinate candidate interviews with you where required.
Selected candidates' documentation is processed alongside your Ministry of Labour labour clearance and the Royal Oman Police visa step.
Visa, travel and mobilisation to Oman are coordinated ahead of deployment.

GENERAL GUIDANCE — confirm current requirements with the Ministry of Labour before finalising a plan
Hiring a non-Omani worker requires the employer to first obtain a labour clearance from the Ministry of Labour (mol.gov.om), which confirms the role sits within the company's Omanisation quota — the minimum share of Omani nationals a private-sector employer must maintain, which varies by sector and company size under Oman's Labour Law (Royal Decree 53/2023). Once labour clearance is granted, the employment visa itself is issued through the Royal Oman Police. The Ministry also periodically restricts specific occupations to Omani nationals only, so role eligibility should be confirmed before sourcing begins, not assumed from a prior hire. Specific quota percentages, restricted-occupation lists, fees and processing times can change — confirm current, case-specific requirements with the Ministry of Labour or your ADMANCO contact before finalising a recruitment plan.

Omanisation is Oman's requirement that private-sector employers maintain a minimum share of Omani nationals in their workforce, varying by sector and company size. A foreign hire needs a Ministry of Labour labour clearance confirming quota headroom before the work visa process can proceed — this is usually the step that sets the pace of an Oman recruitment timeline, so we confirm it with you upfront.
