[GENERAL GUIDANCE] Recruiting overseas workforce for Bahrain means dealing with a structurally different regulator than Bahrain's GCC neighbours: the Labour Market Regulatory Authority (LMRA), an independent body rather than a labour ministry.
The LMRA and employer-sponsored permits
[FACT] The LMRA was established in 2006 to regulate Bahrain's labour market, and it is the body that issues work permits for foreign employees, tied to the sponsoring employer's commercial registration — a standard employer-sponsored structure similar in shape to Saudi Arabia, the UAE and Oman, but administered by an independent authority rather than a ministry directly.
A common outdated assumption
[FACT] Bahrain previously offered a Flexi-Permit — a self-sponsored work permit letting a worker work for multiple employers without a single sponsor. It was discontinued on 31 October 2022. An employer working from older information about Bahrain's labour market should not assume this route is still available; current permits are employer-sponsored.
- ●[GENERAL GUIDANCE] Plan around LMRA-specific processing timelines rather than assuming another GCC market's process applies
- ●[GENERAL GUIDANCE] Don't plan around the Flexi-Permit — it no longer exists as a standalone route
- ●[GENERAL GUIDANCE] Specific fees, processing times and document requirements are published by the LMRA and change — confirm those directly
