Kuwait relies heavily on foreign workers in construction, oil and gas, hospitality and facilities. Hiring them involves two government bodies and a national employment policy, so employers who plan these steps early recruit faster and with fewer surprises.
Who does what
| Step | Responsible body |
|---|---|
| Work permit for a private-sector foreign worker | Public Authority for Manpower (PAM) |
| Entry visa and residency | Ministry of Interior |
| Sourcing, screening and pre-departure documents | Employer and recruitment partner |
Work permits through PAM
Work permits for foreign workers in Kuwait's private sector are issued by the Public Authority for Manpower (PAM). The permit is tied to the sponsoring employer, and the worker's residency (commonly referred to as an Article 18 residence for private-sector employment) is then processed through the Ministry of Interior.
Kuwaitization
Kuwait's Kuwaitization policy encourages private-sector employment of Kuwaiti nationals, and some roles and sectors have restrictions or quotas affecting foreign hires. Check that each role is open to foreign workers before sourcing begins, rather than assuming it from a previous hire.
Planning checklist
- ●Confirm your company's eligibility and quota for foreign workers in the relevant activity
- ●Confirm each role is open to foreign hires under current Kuwaitization rules
- ●Define the requirement precisely: trade, headcount, experience, salary, benefits and joining date
- ●Allow time for PAM permits and residency processing in the project timeline
- ●Check which educational or experience certificates need attestation for the roles
Fees, document lists and processing times are set by PAM and the Ministry of Interior and change from time to time. Confirm current, case-specific requirements with the authorities before finalising a plan.
How ADMANCO can help
ADMANCO recruits skilled and semi-skilled workers from India and South Asia for employers in Kuwait across construction, operations and maintenance, hospitality, cleaning and oil and gas. We source and screen against your requirement, coordinate interviews, and manage documentation and mobilisation alongside your PAM approvals. See our Kuwait page or send your requirement through the Request Manpower page.
